Many studies tend to focus diversity in relation on observable demographic traits which is surface diversity, but in this study researcher also study deep-level diversity which are characteristic that is not apparent that is related to individual value and belief, by analyzing The West Jakarta Regional Tax Office. The Office is tasked to carrying out analysis, elaboration, coordination, guidance, evaluation and control of policies as well as carrying out duties in the field of taxation. To observe individual value researcher use Schwartz’s basic value theory, this theory aim to analyze 10 value on an individual which is Diversity that measured with basic value as indicator such as power, hedonism, achievement, stimulation, universalism ,self-direction, conformity, benevolence, tradition, security. In this quantitative study aims to explain tendency level of innovative work behavior (IWB) based on individual background (surfacelevel and deep-level diversity).To gather the data, researcher gather data from human resource section of West Jakarta Regional Tax Office and distribute questionnaire to 330 employees. The data then analyzed by comparing each respondent’s basic value means score to means of their coworker. Then the score grouped into high and low. High is for score higher than total respondents means. Low is for score lower than total respondents’ means. Analysis result shows, for surface level there’s patterns that show IWB favor towards certain demographic, notably in education department. For or the deep-level especially, have trends where the higher the basic value then there is tendency that the IWB also is high. This is shown by high result all across of basic value trends toward IWB. The employees are required to always create innovation and helps with company culture that promotes innovative behavior as peers’ recognition and achievement promotes innovation, by using their KPI (key performance indicator) and vision and mission, rewards and punishments. This is shown by above average IWB score of the West Jakarta Regional Office. Even though the research reveal that West Jakarta Regional Tax Office offers great incentive for performer, manager should increase innovative work behavior of low scoring employee by conducting training and mentoring, this can be could prove quite effective since Baby Boomer and Gen Y-ers are synergistic in complementing each other weakness. In driving innovativeness. Thus researcher postulate any value can create innovative work behavior if their surrounding allows them to. text
