To that end, in 2020 the Government launched the Kartu Prakerja program. In the previous year, BPJS Ketenagakerjaan implemented a vocational education program as the 2019 pilot project. Its main mission was in line with the Government's goal of "Sumber Daya Manusia Unggul, Indonesia Maju". This research employed a mix method by combining qualitative and quantitative. The data were collected by interviewing 9 informants and distributing questionnaires to 30 respondents. All of the informants and respondents are involved in vocational education, including participants, teachers, and companies where they work. The results reveal that several aspects of vocational training still require special attention to develop, for example, participants are necessarily motivated to be able to compete. Furthermore, some crucial aspects to realize an effective and efficient vocational program are necessarily conducted. The results of this research indicate that several elements in vocational are still necessarily improved in order to make this program to decrease unemployment in Indonesia. Through the vocational program, BPJS Ketenagakerjaan prepares skills for laid-off workers in Indonesia. Intending to be implemented nationally, this pilot project is a new program to support the completeness of the implementation of the National Social Security System for employment in Indonesia, namely the unemployment benefit. For this reason, BPJS Ketenagakerjaan requires a good business model to be able to implement vocational programs effectively and efficiently for laid-off workers. text
