About one month after the disaster, the Government of Indonesia started to build temporary housing (TH) for disaster victims with the help of non-government organizations. There was an extension of the transition period due to the delay in the construction process of TH. This research aims to minimize the time extension during the recovery process through the approach towards settlement recovery, in particular the provision of TH. The research focuses on TH provision because it is a critical phase that enables the disaster affected people to recover their normal living conditions. The objectives of this research are to identify the influencing factors that contribute to the effectiveness and sustainability of the temporary housing provision in Indonesia and to utilize them in the integration of temporary housing provision into a pre-disaster recovery planning framework. This research uses the combination of qualitative and quantitative approaches to analyzing influencing factors of the temporary housing provision. The result shows the prominent influencing factors are including the local condition, organizational structure, approach, financing system, objectives, flexible design, fast and easy construction, community involvement, satisfactory rate, and continuation for further development. Moreover, there is a need to prepare specific regulations and policies as well as a clear standard operating procedure of the provision of temporary housing to provide guidelines for all related stakeholders in improving the quality of the temporary housing in Indonesia. text
