Worldwide escalation of COVID-19 outbreak negatively impacts global economy. As of July 2020,
15.63 million persons around the world have been infected by the virus with total 635 thousand death
case. The spread of Corona Virus in Indonesia is also very alarming. As per July 2020, positive cases
have reached 93,657 cases with total death of 4,576 patients (4.86% death rate).
Several mitigations to stop the spread shall be anticipated, including quarantine and lock down
policy. For PT. SHD D&C Team with high number of rotator employee, these mitigations will impact
number of Drilling & Workover Site Representative (DWSR) inbound to working location and its
effective working days. While the number of rigs shall remain the same to maintain oil production
to support Indonesia’s energy security.
PT. SHD D&C Team operates 38 Rigs in Indonesia. Current Drilling & Workover Site
Representative (DWSR) working schedule is 14 – 14 rotational, while 80 of total 156 DWSR are
coming from outside Riau. To minimize the risk PT. SHD D&C Team has temporarily changed the
outside Riau based DWSR schedule become 28 – 28 (7 Quarantine – 21 On – 28 Off), with this new
schedule, the actual availability of DWSR to conduct supervision on site become 1:5. Hence, total
number of rigs could be supervised is reduced from 38 to 32 rigs. Without synergy and collaboration,
6 rigs would face contract termination and PT. SHD may get deadlock to achieve oil production
target.
1-2 Supervision model is beyond traditional approach in managing workover and well services under
special condition. This supervision model will enable 1 Lead DWSR to supervise 2 rigs. The Lead
DWSR will be assisted by a Shadow DWSR and a Rig Superintendent to conduct supervision on 2
rigs. Utilizing real-time and 360-degree CCTV, Shadow DWSR can do administration and conduct
supervision at the same time, while the Lead DWSR is not present.
With this new concept number of Lead DWSR on plot could be reduced, whereas in the past we need
4 DWSR to fully watch 2 rigs in 24 hours, now it only requires 2 DWSR to watch those 2 rigs in
overall. Thus, all rigs can continue its operation and PT. SHD D&C Team can keep delivering jobs
as per plan to support company achieving oil production target. This supervision model is a possible
solution to overcome one of the challenges in this pandemic cond |
