Summary:he Indonesian government has taken the initiative to continue its commitment by launching a national program of universal access to drinking water with a target of achieving 100% access to drinking water services for all Indonesians. The CommunityBased Water Supply and Sanitation Program (PAMSIMAS) has become one of the national mainstay programs to improve rural population access to drinking water facilities with a community-based approach. The condition of the PAMSIMAS Program has its own challenges in ensuring its sustainability by considering the limited capacity of program management at the community level. SWOT analysis shows that an S-O strategy or a strategy that must be able to use strength and at the same time gain opportunities is the chosen strategy based on data processing with the value of the X axis (1.153) and the Y axis (1.349). Based on the AHP method analysis, the financial criteria are the criteria that have the highest priority value in determining the sustainability strategy for the utilization of infrastructure for the PAMSIMAS Program in Batu Bara Regency with a weight of 0,272. The results showed that financial criteria are the highest priority as a factor affecting the sustainability of community-based drinking was infrastructure utilization of the PAMSIMAS Program In Batu Bara Regency
