However, the COVID-19 pandemic has disrupted tourism activities in the city of Bandung, due to various policies such as lockdowns, large-scale social restrictions (PSBB) and restrictions on economic activities (opening and closing systems, capacity restrictions and operating hours restrictions). This has resulted in a significant decrease in the number of tourist visits and tax revenue from the tourism sector, which incidentally is the largest contributor to the PAD of Bandung City in the last 5 years (2015-2019). However, tourism recovery activities cannot be carried out immediately, because the transmission character of the Covid-19 virus can spread from human to human. While the tourism sector is a sector that contains elements of human movement and interaction between humans in it. On the other hand, the city of Bandung is one of the initiators of a smart city, with smart governance as one of its dimensions. So this study aims to find out how the implementation of smart governance (Smart Governance) for tourism recovery in the city of Bandung due to the covid-19 pandemic. This research approach uses a mixed method, namely quantitative descriptive analysis, as well as qualitative and stakeholder descriptive analysis. The method of collecting data is through questionnaires to tourists who have visited the city of Bandung in the last 5 years before the pandemic (2015-2019) and stakeholder interviews, which are involved in tourism recovery policies. Based on the results of the analysis, it is known that there are 5 tourism recovery policy frameworks, namely first, optimizing tourism promotion policies and CHSE certification, to accommodate potential tourists who still want to travel to Bandung City during the pandemic (39%). Second, the policy of diversifying tourism products and providing integrated digital services, to make it easier for tourists to make tourist transactions. This is to accommodate tourists who are interested in tourism, but cannot visit Bandung City during the pandemic (61%). Third, the policy of assistance to strengthen the resilience of tourism business actors, through the provision of tax incentives and financial assistance. Fourth, the policy of increasing the implementation of tourism, creative, artistic and cultural events. Fifth, accelerate the development of sustainable tourism concepts through the development of Tourism Villages, by offering different thematic tourism concepts at 30 regional (district) levels. The five tourism recovery strategies will be managed under one institution, namely the tourism recovery committee which consists of government elements, tourism business actors, tourism community associations, digital industry players and academics. text |
