Summary:Aircraft business is a highly regulated industry that must comply with all safety regulations. To ensure the organization related to aircraft industry comply with all the regulation, Indonesia’s aircraft authority released a quality system called Design Organization Approval (DOA). DOA class D is the highest quality system of aircraft in Indonesia that gives an authorized organization to design, analyze, modify and certify a new aircraft. Direktorat Teknologi dan Pengembangan (DTP) of PT. Dirgantara Indonesia (PTDI) is the only organization in Indonesia owned this certificate. It become an sustainable competitive advantage of DTP that support it core business in aircraft industry. On 2020, the incident that has happened on aircraft development program of DTP lead Authority to perform special audit. From the audit, the DOA of DTP is on stake because of some findings, one of the findings are related to workforce and workload management that may risk the safety of aircraft. Without DOA Level D, DTP cannot finish all new aircraft development that include in National Research Priority (PRN) 2020 - 2024. This new aircraft development is also very crucial for PTDI aircraft business as a new aircraft product, because current aircraft product of PTDI is predicted to be decline in the near future. This decline phase, affecting revenue, then covid-19 pandemic also contributed in making this situation even worse. Because of this condition, PTDI experiences financial difficulties and must perform an efficiency program, not limited to human resource allocation. This study aims to analyze the problem then propose a strategy related to the workforce planning using a combination of human resource performance framework and strategic workforce planning framework. In this framework is used business analysis tools and theory of constraints (ToC) to analyze and propose the alternative solution to DTP in maintaining DOA class D.
