To realize good and equitable service to the entire community, the Ministry of ATR/BPN must become a transparent and accountable institution, otherwise known as Good Governance. For this reason, a good administrative internal control system is needed. Based on these problems, this study aims to: 1) Look for problems that exist within the Ministry of ATR / BPN, especially related to digital land certificate making services, 2) Offer solutions related to problems that exist within the Ministry of ATR / BPN, especially related to land certificate making services. digitally, 3) Propose a strategy to the Ministry of ATR/BPN to increase the level of public trust. The method used in this study consisted of external and internal analysis, distributing questionnaires (qualitative), interviews (quantitative), and TOWS Matrix to find the strategy. Based on the analysis conducted, the obstacle faced by the Ministry of ATR/BPN is the approval of the issuance of electronic certificates because Commission II of the DPR RI wants electronic land certificates to be evaluated more deeply. The Ministry of ATR/BPN is a major player in this industry and is able to provide reliable data for all land issues and always improve its services and performance to serve the community. After carrying out procedures for analysis related to the existing issues, the authors develop alternative solutions that can be proposed to be able to improve digital land certificate services. The solutions offered include building publications and outreach to increase public awareness for residents, making the application website for digital land certificate services easier and more convenient, preparing training activities for employees, and preparing the equipment needed for the implementation of this digital service. The recommendation will include marketing publication and socialization, website improvement, training for the employees, and provide equipment needed for digital services.
