This study aims to developed a framework that could assist the understanding for some important consideration toward the implementation of horizontal collaboration, which cover for the important drivers, enabler, barriers, as well as to figure out the suitable model toward the implementation of horizontal collaboration in the Indonesian CEP industry. 3 case studies of different CEP companies in Indonesia are being used by this research to provide a holistic perspective toward horizontal collaboration implementation in the industry. The findings from this research are that market position, customer service, cost and productivity, and threat from the market turns out the be the drivers of horizontal collaboration for Indonesian CEP companies. Furthermore, the implementation of horizontal collaboration’s attractiveness is enhanced through the occurrence of trust between partners, in which could develop faster through a couple of significant enabler factors, namely: transparency, clear expectation, common interest, cooperation and benefit sharing, and ethics. While the significant barrier that threat the implementation of horizontal collaboration could be grouped into 4 areas namely: partner, determining and dividing the gains, negotiation, and coordination and ICT cost. Lastly, the suitable model for horizontal collaboration in the Indonesian CEP is that the collaboration is conducted directly between 2 companies without any clear leader, in which these companies are willingly to open information and exchange their customer orders through the use of technology in its processes, with the purpose to serve order that could not be afforded individually, improve service offering, and increase operation productivity.
