Summary: | The Indonesian government is trying to change the direction of development
policies that initially tended to be inward looking to outward looking through the
2010-2014 RPJMN. Followed by the development of border areas as National
Strategic Activity Centers (PKSN) in accordance with the 2015-2019 RPJMN (PP
Number 2 of 2015), and increasing border areas, rural areas and transmigration
as one of the development priorities in the 2020-2024 RPMN (PP Number 18 of
2015). 2020). The National Border Management Agency (BNPP), as a NonStructural Institution, acts as a representative of the central government with the
vision of “The realization of a safe, orderly, advanced, and advanced Governance
of State Boundaries and becomes a center of economic growth that ensures the
welfare of the people and the integrity of the Unitary State of the Republic of
Indonesia. " This agency has prepared a Master Plan (Renduk) and Action Plan
2015-2019 for the management of border development to be more focused and
comprehensive. One of the existing problems is the absence of an evaluation
mechanism for the involvement of border agency members in the implementation of
border area development (Master Plan and Action Plan). Based on an audit report
from the BPK-RI (Financial Audit Agency), it is known that many infrastructures
built by the technical ministry are not in accordance with the Master Plan for
border development. This condition means that despite the high percentage of
budget realization, the level of plans that can be executed in the national border
program is very low. The author's assumption is that this is due to ineffective
communication between members of the agency which results in a low percentage
of achievement of activities. Therefore, the purpose of writing this thesis is to
identify several factors that are thought to have an effect on the effectiveness of the
organization in order to further improve the implementation of the previously
determined activity plans. The research method used in this study is the Analytical
Hierarchy Process (AHP), this method is used to develop prioritized
recommendations in order to improve the effectiveness of member communication
to continue border development effectively and efficiently. The results and
conclusions of the study are known that cross-ministerial political communicationis the highest criterion in determining the effectiveness of achieving organizational
activities. And to support this, one of the main programs proposed is to issue
regulations on Master Plans and Action Plans that have higher authority than those
that existed previously |
