The company produce types of facilities such as Process Packages module, FPSO (Floating Production Storage and Offloading) Topside Modules, E-house module and Sub-Station packages for client from all over world. PT WEI has assigned by company’s group as fabricator contractor for support in BGC-TEG project. The project scope is EPC (Engineering Procurement and Construction) contract to deliver packages of process module include mechanical equipment, piping and accessories for client at middle east, the original contract 11 months for deliver project, but due some constraint and issue delivery delay to 21 months. The research objective to know project management implementation in the organization and determine main factor that contribute to the project delivery delay by quantitative method, to gain information and identify alternative for improvement action. The project’s delay has some impact to the company performance such as raise of the customer complain that influence to satisfaction level, lead to the cost budget over run, increasing of distrust in between project team member morale and decreasing level of trust from vendor, supplier, consultant and others 3 rd parties that support project, it will reduce company reputation in future project. The primary data gathered from interview with some person in charge team member of the project. Secondary data gain from internal company document, project report and record, and project repository data base. Study literature of some similar case of project delay from various papers and articles reviewed. Fishbone diagram as analysis method with framework based on PMBOK (project management body of knowledge) by Project Management Institute to evaluate project management implementation in the company. It is identified 5 aspects of the root cause consist of engineering, procurement, construction, project management and client related aspect.The root causes categorized based on the controllability of which project team can take action to mitigate the effect to project performance. Elaboration to some knowledge area of procurement management, scope management, stake holder management, quality control management and pandemic covid-19 effect as root cause that manageable to reduce to effect to project delay by getting confirmation of force major term from client. Considering all above root cause factors, author propose some improvement action in procurement management of vendor selection and performance measurement, in document and communication management of document tracking, QA/QC record and communication line, in production and quality management is resource capability of supervisor, production team and QA/QC team, and in project leadership is team work training program and leadership program. Establish of PMO (project management office) is the integration of above improvement proposal action. text |
