Nevertheless, several problems must be faced that cause food and drug control implementation has be considered ineffective. It includes ineffective coordination of food and drug control that carried out by the Indonesian Food and Drug Authority (Indonesian FDA) caused by the competency weakness of the human resources of food and drug control, low scope and ability of food and drug testing, and ineffectively in developing Indonesian human resources of food and drug control. Lack of human resources competency was one of the business problems in food and drug control that priority to solve. In 2020, 27.27% of the Indonesian FDA employees did not meet the managerial and sociocultural competency, and 48.11% of pharmacist and food supervisory (PFM) functional officers did not pass the technical competency test. Based on the study at the Indonesian FDA, the technical competence of PFM functional officers did not significantly affect employee performance in 2020. This research aims to solve the problems that caused food and drug control to be implemented ineffectively, mainly why human resources of food and drug control in the Indonesian FDA have not been able to carry out food and drug control in Indonesia effectively. The study uses qualitative through the benchmarks, focus group discussion, interviews, dan literature studies, and quantitative methods through the survey to get the data and conclude to produce business solutions. The results showed that Digital Corporate Universities with college and school learning strategies are relevant to human resources of food and drug control conditions that spread in several organizations in all of Indonesia. The college learning strategy was chosen to create transformational leaders and support the organizational transformation process for facing the challenges and demands in the future. The school learning strategy could be developed to close the gap competencies and optimize the role of human resources in implementing the current organizational strategy. Based on the results study, learning and development through the Indonesian FDA Digital Corporate University integrated with talent management and performance management program at the Indonesian FDA becomes a recommendation strategy and solution to solve the Indonesian FDA's problems. Digital Corporate University strategies are developed to strengthen human resources of food and drug control to support improved public health through quality food and drug control and support for increasing the competitiveness of Indonesian food and drug industries. The Indonesian FDA Digital Corporate University will be developed following three stages: early-stage, development stage, and development furthermore stage. This study can be helpful for public officials or policymakers in human resources development at the Indonesian FDA, particularly in the design of the learning and development program. text |
