The target of this program is that the assisted food MSMEs can meet the food safety and quality requirements and be ready to obtain the distribution permit number (NIE) from the Indonesian FDA. The mentoring strategy used in the last five years has not been able to make it agile enough for environmental change. There are many driving factors that influence and have a major impact on the ability of food MSMEs to meet Good Processed Food Production Methods (CPPOB) requirements and in the product registration process. The ups and downs of the development of each of these factors puts them at a level of uncertainty, which has an indirect impact on food MSMEs and the Provincial Office of the Indonesian FDA Jambi program. The Provincial Office of the Indonesian FDA in Jambi needs to understand the impact and uncertainty of these driving factors and design a strategy for developing food MSMEs for the future. The strategy development was carried out using a scenario planning approach that can help the Provincial Office of the Indonesian FDA in Jambi manage the uncertain future so that they can quickly adapt to changes or critical situations in the future. The objective of this project is to answer the key focal issue of "how to increase the competitiveness of food MSMEs in Jambi for the next five years." The identification and analysis of main problems, driving forces, and key uncertainties are carried out through PESTEL and SWOT analysis and data collection through literature review and interviews with experts from the internal Provincial Office of the Indonesian FDA Jambi, relevant local government offices, academics, and associations of entrepreneurs in Jambi. Considering the impact and uncertainties of the 13 driving forces, the key uncertainties for the competitiveness of food MSME in Jambi are consistency in government policy and food MSMEs' competitiveness awareness. The combination of these critical uncertainties created four different scenarios, which are The Flash (Consistent Government Policy-High Competitive Awareness), The Dark Knight (Inconsistent Government Policy-High Competitive Awareness), Far From Home (Consistent Government Policy–Low Competitive Awareness), and Infinity War (Inconsistent Government Policy-Low Competitive Awareness). The identification of implications, options, and early warning signals helps the Provincial Office of the Indonesian FDA in Jambi establish a suitable strategy for each scenario. The Flash Scenario emphasized strategy action on optimizing the CPPOB technical guidance program and e-registration coaching clinic, the Dark Knight Scenario on synergizing with the Integrated Business Service Center in helping food MSMEs adopt government deregulation, the Far From Home Scenario on technical approach and business in the implementation of mentoring, and the last scenario, the Infinity War Scenario, emphasizing strategy action on maximizing facilitation in the field rather than teaching and learning programs in class.
