Summary: | National economic recovery during the Covid-19 pandemic is one of the necessary development in the field of Drug and Food Supervision to improve the quality of life of Indonesian people to support the acceleration of national development goals, where the role of Drug and Food Supervision is needed to protect public health through safe, efficacious / useful, and quality medicine and food. Provincial Office of Indonesian FDA in Pangkalpinang as one of the technical implementation units of the Indonesian FDA in Bangka Belitung region has one function, namely in the implementation of investigations into violations of the provisions of laws and regulations in the field of Drug and Food to protect the public from the widespread circulation of drugs, traditional medicines, dietary supplements, cosmetics and illegal foods that affect health.
Broadly speaking, the external strategic environment faced by Provincial Office of Indonesian FDA in Pangkalpinang consists of several main issues, one of which is the improvement of the quality of human development in order to improve the ability to carry out the task of drug and food enforcement, providing support for national economic growth, and national / global socioeconomic issues, such as: drug and food security circulating in the community and fostering and supervision to business actors, stakeholders and the community. But in practice the implementation of law enforcement has not run optimally seen from the achievement of the target of law enforcement KPI because several factors include the absence of a system or database that accommodates the sharing of knowledge, experience, and lesson learned that can support in decision making on the law enforcement process.
The purpose of this study is to analyze the current condition of the organization, especially in the Provincial Office of Indonesian FDA in Pangkalpinang Law Enforcement Division and recommend appropriate knowledge management strategies to support organizational performance seen based on unit KPIs. Authors use knowledge management frameworks in the form of PPT frameworks and SECI Models as tools that will assist authors in achieving these research objectives. Qualitative methods are applied in this study, using primary data and secondary data. The primary data used in the study was obtained from semi-structured observations and interview findings while the authors were still working in the organization, while secondary data was obtained from the organization's public documents (annual reports and organizational websites), personal documents (divisional organizational structure and job descriptions) of organizations, journals and related textbooks.
The findings show that the current Provincial Office of Indonesian FDA in Pangkalpinang Law Enforcement Division does not have a knowledge management system that can turn tacit knowledge into explicit knowledge and has not been supported by the means for the knowledge sharing process, then classifying which root causes can be solved by knowledge management. After that, the authors put issues related to people, processes and technologies into the PPT framework, then use the SECI Model to propose a mode of knowledge conversion by highlighting the interrelated interactions between tacit and explicit knowledge. Finally, the Law Enforcement Division will be able to implement knowledge management strategies as proposed to encourage employees, to apply their knowledge for the benefit of the organization, so that competitive advantage and KPI targets will be achieved. The recommendation is to establish a standardized documentation system and database in the field of Investigation that utilizes facilities and infrastructure and information systems that support and are supported by the commitment of the leadership. This study can be useful for all work units especially in the Law Enforcement Division to improve the quality and maximize available human resources. |
