In Indonesia, state-owned businesses (SOEs) or Badan Usaha Milik Negara (BUMN) account for 13% of GDP and 25% of the stock market. SOEs also play a significant role in supporting Indonesia in its digital transformation. One of the SOEs that has used technologies to aid in the digital transformation is XYZ. Currently, one of the ongoing projects in XYZ is the digitalization of the budgeting process using Anaplan's integrated cloud-based platform which consists of three phases. This research aims to identify the root causes of issues occurring in Phase 1 of the project and generate solutions to address the root causes. Furthermore, this research also intends to prevent the same issues to happen in Phase 2 which will start soon. The basis of issues derives from interviews and discussions with the project team then solved by following the guideline from the literature study. This research utilizes PMBOK Project Resource Management Knowledge Area and Organizational Process Assets (OPA) for problem-solving. To ensure that the solving is accurate, Ishikawa or fishbone diagram analysis is used to discover the root causes. Several issues in Phase 1 are mainly related to the inflexibility of the system, human capital of XYZ, system bugs, and reporting complexity of XYZ. It has been discussed that only four out of five root causes can be solved since they are still within XYZ’s reach. This research generates six proposed solutions. There are three prioritized solutions that need to be implemented soon before starting Phase 2, which are lessons learned discussion and documentation, knowledge transfer, and budgeting guideline formulation. text |
