Acceleration program to develop 35.000 MW of electricity implemented by government yields problems such as very large investment needs and an increase of carbon emission. PT. PLN (Persero) planned to built 1.000 MW coal power plant using Ultra-supercritical (USC) technology. This technology generates better efficiency and lower carbon emission in coal power plant, better than Subcritical (Sub) technology which is currently used in Indonesia. Carbon emission reduction produced by USC will be used to gain carbon funding. Prediction of potensial income from carbon funding required calculation of emission from the existing power plant. The difference between emission from USC and Sub technology indicated the number of carbon emission reduction. From these calculations, can be analysed effect of carbon financing for USC coal power plant in Indonesia. CO2 emission from existing power plant was calculated based on fuel consumption data published by PT. PLN (Persero). A decrease of CO2 emission was calculated by IPCC 2006 methodology. The best mechanism was decided by Net Present Value (NPV) method and comparison of carbon fund for each electricity production unit. Effect analysis was done by NPV and Benefit Cost Ratio (BCR) Methods. Steam coal power plants that are currently used in Indonesia generate CO2 emission as 0.00086 Gg CO2/MWh electricity. Implemetation of USC technology for 6 plant that will be built in Indonesia will produce CO2 reduction as 13,706 Gg CO2. JCM which 100% construction cost was covered by Japanesse Government was the most profitable mechanism for Indonesia. Carbon funding could not cover all of the cost generated by USC technology, but it made a positive impact in the economy condition of USC steam coal power plant development. Through carbon funding, USC technology was economical to be developed. text |
