Pertamina is currently engaged in the oil & gas sector. The activities may involve accounting and financing, research and development, manufacturing, marketing, sales, safety, supply chain processes, including infrastructure preparation. Currently, PT. Pertamina Balikpapan refinery (PT. KPB) as a part of a sub-holding PT. Pertamina International Refinery, PT. KPB was assigned the task of running and supervising the Balikpapan Refinery Development Master Plan (RDMP) mega project, which is a national strategic project for national energy independence and security through an increase in the capacity of 100 thousand barrels per day and for over all the production will decrease the import number quantity of fuel. The course of the project is often not to get attention compared to when the project closes later where all the infrastructure is ready and looks fancy, but unfortunately the current problem is that the Balikpapan RDMP project is running overall progress around 40% with the construction portion of around 12% and having experienced a large project delay above 50% from the baseline. With this progress delay, the target for closing projects in 2023 will be pessimist to achieve, including other project targets such as schedule, budget, and regulations being affected. This thesis is focused on knowing the critical factors that have a dominant influence on project delay. The author, through a number of literatures, including interviews in research, six sigma analytical methods, and critical path analysis tries to elaborate on technical data analysis, non-technical analysis, and qualitative data from a lot of expertise to find the root cause of problems in projects related to delays. So, that in the end the author found several finding root causes of dominant project delays, including imperfect contract documents, unsustainable division of project, lack of manpower in all aspects, leadership styles which have an effect and exist for the duration of the project from the beginning, long bureaucracy faced by contractors on adjustment environment in Indonesia and the way of interacting with contract guidelines, civil work delays, which are the biggest work delays to date, and finally the Covid-19 pandemic, the author believes that with the proposed comprehensive business solution and with the rightly strategic decision, the root cause can be resolved, close and will automatically close other related root cause factors. At the end of the thesis, based on the available alternative business solution items for each root cause factor, the author establishes an implementation plan as one the objective of this thesis that provides a framework of action for identified and proposed initiative and solutions to overcome and anticipate delays of ongoing project RDMP Balikpapan. text
