Currently, the pace in which the number of highway vehicle increase outrun the pace of highway infrastructure construction. The payment system on Indonesia’s highway use RFID-based electronic cards processed on toll plaza, where vehicles have to wait in line to pay. Those two factors combined cause traffic in Indonesian’s highway. Data from Roatex shows that social cost caused by payment queue in toll plaza are estimated to reach 150 million dollars per annum. This thesis is aimed to tackle those problem with Mobile-Based Electronic On- Board Unit designed for Multi-Lane Free Flow (MLFF) highway system actualization in Indonesia. This application is developed with Android OS as client device that will be able to track the path in which a person took in highway and automatically charge the person based on the path taken. This application is tested by simulating driving on the combination of open toll-road of Jagorawi and closed toll-road of Bandung-Padalarang. The result shows that mobile E-OBU device can replace the use of toll plazas as current payment tools, and have the potential to reduce queue time on highway. text
