Summary:PT ABC had been appointed to be the BUMN that will execute the renewable energy investment project as determined by the ESDM Ministry through Rencana Usaha Penyediaan Tenaga Listrik (RUPTL) 2021-2030. PT ABC is expected to execute renewable energy projects that could increase the renewable energy contribution to increase total energy production capacity from 13% in 2020 to 23% in 2025 and 29% by 2030. The objective of this study is to assist in the alternative selection of the best renewable energy investment for PT ABC. PT ABC investment decision involves the selection of the best project and the appropriate vendor for respective projects. Energy projects that would be compared in this study are Pumped Storage Hydropower Plant, Grounded Photovoltaic Solar Power Plant, and Floating Photovoltaic Solar Power Plant. This study uses the multiple criteria decision making: Analytic Hierarchy Process (AHP) with the involvement of experts and stakeholders to give rankings that would be representative and data to suggest the best decision for PT ABC and the most important factors to take that decision. Criteria that would be assessed in decision making are financial factors (Output transaction price, returns, capital expenditure, and default risk), production (quantity of production, quality of production, supply and demand continuity, and constructability), impact to other parties (impact to PT ABC business operations and surrounding living ecosystem). Based on the AHP analysis conducted in this study, floating photovoltaic solar power plant is the best project alternative to be prioritized. Floating SPPF vendor offers the best returns and production efficiency is the best vendor alternative based on AHP analysis. This study also found that supply and demand continuity, returns, and default risk are the top three most important factors in renewable energy investment decision making.
