Summary: | PT INTI (Persero) is a state-owned enterprise where 100% of the shares are owned by the
Indonesian government. Responding to industrial developments, PT INTI (Persero) has
four business portfolios, namely Manufacturing & Assembly, System Integrator, Digital
Service, and Manage Service. The four portfolios provide services to four business
segments, the telecommunications segment, the government segment, the private segment,
and the defense segment. One of the products made for the government segment is an
electronic-based general election system or better known as e-voting. The adaptation of
Indonesian society to technology is growing rapidly, especially after being forced to live a
new normal life after the COVID-19 pandemic. One of adaptation is the implementation
of e-voting in general elections. Agency for the Assessment and Application of Technology
Indonesia /BPPT and PT INTI (Persero) created e-voting innovations in 2013. PT INTI
(Persero) is the only company in Indonesia that can implementing e-voting. The
implementation of e-voting in the Pilkades has been started since 2013, but until 2021 the
implementation is still relatively small, the market share of the e-voting in the Pilkades in
Indonesia is only 2.06% of the market size of 83,820 villages in Indonesia. In order to
increase the market share of e-voting in Indonesia, this study is conducted to measure the
perceptions of government officers, politicians, and the public as stakeholders towards evoting.
This is qualitative research by conducting semi-structured interviews with 16
respondents consisting of politicians, government officers, the public, information security
experts, journalists, political observers, central government officers and political dispute
lawyers. The results of the interviews were then analyzed using open coding, so that 19
perceptions were obtained from the respondents, the perceptions are Fast, Trusted, Data
Security, Reusable, Transparency, Efficient, Socialization, Technology, Devices,
Acceptance, Effective, Resistence, Expensive, Easy, No Manipulation, Human Error,
Coverage, Environmental Friendly, and Infrastructure. Then the 19 perceptions were
analyzed and grouped into three groups which are Data Security, Socialization and
Expensive. These groups are impacting other perceptions that determined the
implementation of e-voting. The results of the research are then used to provide an
overview of stakeholders' perceptions of e-voting as well as to provide input to PT INTI
(Persero) in formulating a new business strategy for e-voting in order to increase market
share and company profits. Further research may focus on the extending coverage of evoting
to another level like Pilkada and Pilpres.
