Unfortunately, this food waste problem also actually occurs in Bandung Regency, which incidentally has great potential to produce basic food ingredients, namely agriculture products, especially vegetable products. Whereas products that are categorized as food waste can be utilized more optimally by managing food waste which refers to the food waste hierarchy which consists of 4 principles R. However, apart from understanding the technical ways to utilize waste, an understanding of supply chain conditions to find out how waste can be formed and its relationship with stakeholders is also needed to be able to form effective food waste management. Therefore, this study aims to develop an effective food waste management by first identifying the current management of food waste in the Bandung Regency Food Supply Chain. In answering the research questions, the research method used is a soft system methodology, with data collection done through interviews with related stakeholders. The results show that food waste management in Bandung Regency's Agriculture Supply Chain has not been implemented effectively. Based on the analysis, the main cause is because it involves changing habits in the community. In addition, the absence of things that can motivate the community and many obstacles in implementation make the community reluctant to make changes. Therefore, this study recommends a transformation in an effort to change people's habits to use waste by the community. The transformation is summarized in a conceptual model that was built referring to the ADKAR framework. The essence of the conceptual model is to carry out change efforts effectively and sustainably by sensitizing perpetrators of habit change and making changes voluntarily as their basic need for change which includes drivers and barriers has been overcome. text
