This has led to an increase in road construction in Indonesia, including toll roads. One of the currently operating toll roads in Indonesia is the Trans Sumatra Toll Road Section Pematang Panggang – Kayu Agung which is part of the Trans Sumatra Toll Road project. Proper toll road planning is needed so that Trans Sumatra Toll Road could serve the traffic needs effectively. The estimation of traffic demand on trans Sumatra Toll Road is carried out using the four-stage transportation planning model, which is the trip generation, trip distribution, modal split, and trip assignment. The modeling results show the traffic flow of 5,390 vehicles per day in 2019 with a growth of 4.89% per year to reach 15,930 vehicles per day at the end of the road’s service life in 2059. Based on the traffic modeling results, the toll road is designed using a 4/2 D road type. The toll road has a length of 21,96 km with a design speed of 100 kmh. The main road is designed with 8 PI (horizontal alignment) and 10 PVI (vertical alignment). In addition to the main road, 2 trumpet interchanges (entry and exit) are also designed with 4 ramps of each interchange using 1/1 road type. The pavement is designed using continuously reinforced concrete pavement (CRCP), with a thickness of 20 cm concrete slab, 10 cm lean mix concrete, and 15 cm aggregate foundation. The toll road drainage is designed using a trapezoidal side ditch channel with dimensions of b = 0,6 m and h = 1 m and 43 reinforced concrete box culverts with dimensions of 1,5 x 1,5 x 1 m. The total estimated construction cost of the toll road reaches Rp1,929,928,428,635.34. Based on the investment cost and revenue analysis, a financial analysis is also carried out using the methods of net present value, benefitcost ratio, internal rate of return, and payback period. Based on the NPV, BCR, payback period, and IRR method, it is deemed that the toll road is financially ineligible for construction and higher government support is needed to reduce the construction costs borne by the BUJT.
