The smart city development in Indonesia also become more interesting with the emergence of national assessment and ranking institutions for smart city. Bandung Regency is one of the areas included in the 100 Smart City Movement, where this district has received technical guidance from Kominfo in 2018. Like a regency in general, Bandung Regency has potential and problems in various aspects that require management and solutions, one of them is with the implementation of smart city. The smart city program has been implemented in Bandung Regency, and even received a smart city award for “Smart Environment Dimension” from the Ministry of Communication and Information Technology (Kominfo). In addition, the Regent of Bandung also won the "Top Leader on Digital Implementation" award. Even though smart cities have been implemented in Bandung Regency, there are still very few publications on research and information related to smart cities in Bandung Regency that can be accessed on the internet, therefore it is interesting to conduct an initial study related to the implementation of smart cities in Bandung Regency. This study aims to understand smart cities in Bandung Regency, where there are several targets to answer the research objectives, which are: (1) to identify the implementation of smart cities in Bandung Regency based on the dimensions of smart governance, smart branding, smart economy, smart living, smart society, smart environment, and to assess its impacts, (2) Analyzing the perception of smart city among regional apparatus in Bandung Regency, (3) Analyzing the issue of implementing smart city in Bandung Regency. In this study, data collection was carried out using primary and secondary data, where secondary data was obtained from literature, data and documents from relevant agencies, as well as from the applicable laws and regulations. While the primary data was obtained by conducting interviews with the regional apparatus of Bandung Regency as the implementer of the smart city program, where the iv selection of interview respondents was carried out by purposive sampling method. This study uses a qualitative approach, where in processing the data are using content analysis and qualitative data analysis with inductive or open coding. Based on the results of the analysis and existing findings, the smart city program in Bandung Regency is mostly running well due to certain success factors, there are several programs that stopped due to certain challenging factors. However, the impact of smart cities in Bandung Regency which has been running from 2019 – 2021 have been generally felt by the society and the Bandung Regency Government. Most of the regional apparatuses have the same perception on smart city, which is to facilitate or assist human activities in Bandung Regency. In its development, the implementation of smart cities in Bandung Regency has a challenging factor and a success factor. There are several similarities between the challenging factors and the success factors for implementing smart cities in Bandung Regency with the challenging factors and success factors for implementing smart cities in developing countries such as in India, China, Ghana, Iran, and Indonesia, as well as in Bekasi City. The challenging factors and success factors of smart cities in Bandung Regency which do not have similarities with previous research in other regions are special/unique factors in Bandung Regency. The priority strategic issues based on the portion of challenging factors and success factors, and the expectations from regional apparatus in implementing smart cities are issues related to Human Resources (HR), facilities and infrastructure, and internet networks. The research is expected to provide recommendations for the Bandung Regency government for a better smart city implementation.
