Summary:The Job Creation Law (further referred to as “The Law”) issued by the government of Indonesia has the aim of creating and increasing employment opportunities by providing convenience, protection, and empowerment for MSMEs and national industries and trades. The Law is an effort to be able to employ Indonesian workers as inclusively as possible while paying attention to the balance and progress across regions in the national economy. From an institutional theory’s point of view, the Law can be seen as one form of institutional logics, with its symbolic representations. Nevertheless, previous research has not addressed how The Law is symbolically experienced by people who are impacted. Therefore, this thesis aims to see how the public, as the subject of the Law, is interpreting and experiencing the Law as an institutional logic through the lens of news media. Using sentiment analysis, the study uses data taken from the news published in online news portals, with some considerations regarding how the media can be judged to represent the public as the subject of the Law. As media can also be considered an institutional logic, this thesis highlights an interaction of institutional logics in the understanding of the public’s experiences. The results of this study indicate that The Law can be seen as an institution that provides stability and meaning to social behavior with regulatory, normative, and cultural-cognitive dimensions. The results of this study also show that of the 694 news processed by sentiment analysis, one of the values embedded by The Law as an institution is to provide convenience, protection, and empowerment to MSMEs, interpreted and experienced positively by media construction of people as subject of The Law (the average sentiment score is 80,78). In addition, from the results of qualitative data processing, it can be seen that there is an interaction between The Law as an institution and the top ten news media as an institution to see how people interpret and experience The Law. The top ten news media are used as a lens, constructing the meaning of experiences and interpretations of people who are the subject of The Law, which can be different from what is contained in reality. This can be assumed because there is a composition of news coverage that mostly reveals how the government responds and not from people who are the subject of The Law. Apart from all that, the top ten news media and the logic of their media, play an important role in interacting with The Law institution. The top ten news media confirm The Law as an institution by providing legitimacy and showing the presence of a cultural-cognitive dimension in The Law. The implications of this research provide a new research space to see the law as an institution, not only as a source of legitimacy for an institution. In addition, it can also be seen that the top ten news media can greatly impact enforcing the law as an institution because the ten news media also provide legitimacy and show a culturalcognitive dimension. This research can develop further multidisciplinary research, especially those related to management science and jurisprudence. Several previous studies have examined the relationship between law and institutions, but not as institutions. This research is expected to increase the existence of the institutional dimensions owned by the law, and the formation of law can be directed to provide stability and meaning to people's behavior.
