Summary:Since the first reported case of Covid-19 in the city of Wuhan, China at the end of 2019 caused by a Cov-Sars-2 virus that later known as corona virus, the outbreak that led to global pandemic has infected more than 500 million individuals and taken more than 6 million souls. It has been tremendously effects most if not every aspect of human life. The UN issue a framework for the immediate socio-economic response to the COVID19 Crisis. One of many is vaccination program. PT. BFM appointed by the President of Indonesia, Joko Widodo to develop and produce Covid-19 vaccine. BUMN vaccines later known as Indovac vaccine is targeted to be released in the mid-year of 2022 and produced 20 million doses by the end of 2022. To meet the target PT. BFM need to acquired emergency use authorization (EUA). Because of its critically urgent and highly scrutinize nature, the project will more likely to have limited time window and narrow room for error. Therefore, the project management in PT. BFM need to be improved immediately. In this study the author will propose a strategy to improve project management to ensure the company able to produce the Covid-19 vaccine by introducing a campaignbased manufacturing method into existing production facilities in order to release the Indovac vaccine on time, while still satisfying the predetermined quality, safety, and quantity requirements to help Indonesia government to meet its Covid-19 vaccination program’s target. This research begins with gathering information about current project management situation to be later compared with Project Management Body of Knowledge (PMBOK) guidelines. it was chosen as a benchmark because it provides relatively more complete and comprehensive guidance compare to other guidelines. The comparison studies show that there were things that were not done by the company in carrying out project management, such as the absent of work breakdown structure (WBS), scheduling is still done manually, unclear resource allocation, unclear stakeholder mapping, obsolete procurement strategy (mainly due to the pandemic). The author applies fishbone method to identify the root cause which will then be correlated with PMBOK. To get better understanding, gap analysis is used to describe current state (status quo) and expected future state as well as the proposed business solution to achieve respective future expected state.
