Implementing a Construction Safety Management System (SMKK) is one of the approaches to increase the effectiveness in protecting occupational safety and health. In Indonesia, the management system regulated in Permen PUPR 10/PRT/M/2021 about the SMKK stated that every service user and the owner must implement SMKK in construction. However, some researchers state that the implementation of SMKK has not been effectively implemented by contractors in Indonesia. The aim of this research is to obtain an overview of the implementation that has been done, identifying the issues encountered and the efforts that have been made by small and medium contractors. The scope of evaluation of implementation was carried out based on the 5 elements of SMKKK with a questionnaire containing 86 indicators, interviews, and discussions with service users. The results of the questionnaire showed that 49,1% were in the 'rare' category of implementation carried out by small contractors and 61,7% were in the 'often' category of implementation often carried out by medium contractors. Thus, the implementation carried out by small contractors is just to comply with administrative requirements. The result of the analysis shows that small contractors have not implemented SMKK well, because the leadership is still low, they did not understand the importance of implementing SMKK, and special sanctions for workers of contractors did not exist. Meanwhile, the obstacle encountered by medium contractors is the lack of organizational concern, therefore training related to construction safety was not provided to the workers. Based on the results of the implementation of SMKK analysis, constraints, and efforts made, the small contractors have not implemented based on Permen PUPR 10, 2021, while medium contractors have been better at implementation. text
