Summary:ABSTRACT: <br /> <br /> <br /> <br /> <br /> <br /> <br /> Concept of Kasiba (Kawasan Siap Bangun, ready-to-built areas) which has been set forth by Law No. 4/1992 about Housing and Settlement and Government Regulation No. 80/1999 about Kasiba and Independent Lisiba (Lingkungan Siap Bangun, ready-to-built neighborhood) is very interesting in the provision of large scale housing and settlement which balance, synchronous with spatial plan, and provide housing access to low-income people. Ideas of Kasiba is relevant while in 2002 Indonesia bear housing deficit about 4,3 million unit and every year there are 1,16 million demand of housing unit (capability to provide housing unit is far below demand) which 70% of the consumer (814.000 housing unit) is low-income people.
