Shining Stars Preschool, also known as SS Preschool, is an educational institution located in Timika, Papua that mainly focuses on educating children from the ages of 2-6 years. SS Preschool has experienced a decline in the number of students and slow organizational growth which caused financial losses, so there was a high urgency to immediately make improvements. There were many problems that spread across various organization components which indicated the lack of organization effectiveness. Therefore, this study aims to identify and analyze the root causes that occur in SS Preschool and design an intervention to fix these problems through organizational development. In this study, problem identification was carried out using the Integrated Organization Model (IOM) which consists of 12 components including mission, output, actors, input, factors, strategy, structure, systems and processes, staff, management style, and culture. In addition, growth stage identification of SS Preschool was also carried out to provide development directions that could overcome the problems that had been identified. These development directions will then be used as a basis for designing interventions for SS Preschool. Growth stage identification was carried out using the Daft (2010) model which consists of 6 elements including structure, products and services, reward and control systems, innovation, top management style, and goals. Based on the results of problem identification, SS Preschool was experiencing problems in input, actor, output, strategy, and staff components. In addition to that, SS Preschool organization growth was between collectivity and formalization stage based on the organization growth stage identification. Therefore, the direction of organizational development was intended so that SS Preschool was able to move completely to the formalization stage. The intervention that was designed for SS Preschool is strategic intervention in the form of integrated strategic change. This integrated strategic change aims to design a strategy that could be implemented by the company to solve their problems, improve organizational effectiveness, and aim for growth to make the organization grow to the formalization stage completely. The short-term strategy that was proposed for SS Preschool was product development.
