Summary: | Institut Teknologi Bandung (ITB) is one of the State Universities under Legal
Entities in Indonesia. Currently, ITB is facing challenges in developing the career
of its Education Personnel, who are essential resources for ITB. The limited
opportunities for employees to hold positions in the structural career path have
greatly restricted their career development. This limitation has an impact on the
decrease in employees' motivation to self-develop, which ultimately can affect
their performance. Therefore, this research aims to address these issues through
the design of a functional career path that provides broader career development
opportunities aligned with employees’ competencies. In this career path,
employees can enhance their skills without having to increase managerial
responsibilities. The functional career path is designed with a Competency-based
Human Resource Management approach and focuses on two job clusters: HR &
Organization and IT.
The design of the functional career path begins with identifying the functional task
descriptions from existing task descriptions, followed by identifying the functional
positions and their levels using Bloom's taxonomy. Then, the competencies
required for each position are identified using content analysis techniques.
Finally, the necessary requirements for occupying a functional position are
formulated based on the ASN policy reference. All the design outcomes will be
compiled into job descriptions. Based on the design results, it is identified that
there is a need for 5 functional positions in the HR & Organization cluster and 4
functional positions in the IT cluster. It is expected that the design outcomes of
this research will enhance employees' motivation to actively develop themselves
and make valuable contributions to ITB.
