Intermodal transport integration aims to provide seamless travel for passengers using multiple modes in one travel chain. The varying positions and roles of stakeholder actors in intermodal integration lead to the difference in motives and obstacles to achieve the integration. This research then aims to identify the positions, roles, motives, and barriers of transportation regulators and operators in implementing the concept of transportation integration in the Soekarno-Hatta airport rail link case study. This research is known to be the first to identify the motives and constraints of intermodal transport integration from the perspective of regulators and operators in Indonesia. The literature review resulted in eight aspects or domains of intermodal integration, namely physical/technical; information and data; economic, tariff, and payment system; network; service; institutional; legal/regulatory; and contract aspects. Several motives and barriers experienced by transport regulators and operators have also been identified in previous literature. Field observations were conducted to comprehend the actual conditions of the Soekarno-Hatta airport rail link operation and related intermodal integrations. A public discussion session with representatives of regulators, operators, and community groups have obtained their perspectives on intermodal integration. Results from a content analysis of the transcription of the actors’ dialogues have confirmed a number of motives and barriers for intermodal integration from the literature review. Three motives for integration were agreed upon by at least three different actors, whereas one motive on the economic aspect was agreed upon by all four actors analysed. Recommendations such as the establishment of an integration authority, consideration of economic and business aspects, framing the perspectives on integration aspects, and improving leadership can be offered as a result of this research text
