ENHANCEMENT STRATEGY OF MEDAN CITY WASTE MANAGEMENT TOWARD CIRCULAR CITY

The problem of waste management is very serious in urban areas due to the complexity of the problems faced and high population density, so that waste management is often prioritized in urban areas. As a result of the increasing number of waste management problems, a waste management concept that is integrated with economic improvement is needed to achieve sustainability in waste management by using a circular economy approach. A city that implements the circular economy concept is called the circular city concept. The Circular City concept can be realized if an area can meet the Circular Economy indicators that have been compiled in 2020 by the Organization for Economic Cooperation and Development (OECD) in The OECD Inventory of Circular Economy Indicators. These indicators are a reference used to prepare an area to become a Circular City. Therefore the Circular Economy Indicator can also be called the Circular City indicator. Besides the Circular City indicators that have been formed, there are indicators for evaluating management performance, namely the Zero Waste Index (ZWI) and Wasteaware indicators. Based on the adjustment of the Circular Economy Indicator according to the OECD with the ZWI and Wasteaware Indicators, it can be concluded that the ZWI and Wasteaware Indicators are in accordance with the Circular Economy Indicator according to the OECD based on the waste management sector which means that from these two indicators it is possible to build a Circular City Indicator. The indicators that need to be considered in improving the waste management strategy are the effectiveness of road cleaning, the level of control over waste management and disposal, the level of recycling, segregation of dry waste from sources, ZWI value, community and/or informal sector cooperation with the government, the right to be heard, Local Cost Recovery (from households), and efficiency of energy generation and use.
