Summary: | The Making of Collective Labour Agreement is a mandatory for Company and workers in
Indonesia as stipulated under Labour Law No:13 Year 2003 and further regulated under
Ministry of Manpower Regulation (PERMENAKER) No:28 Year 2014. Trade Unions can
convey their aims and objectives to improve workers' rights and welfare through the
Process of Making a Collective Labor Agreement or PKB. These rights can be in the form
of improvements to health facilities such as BPJS, transportation assistance for workers,
assistance with food money, assistance with money for sorrow and joy, or other facilities
to support workers' health. From the company side, the process of making a collective
labour agreement is very important because good results can increase the productivity of
workers and the company.
In this research, the author conducted gap and data analysis and assess current
process by comparing and referring to prevailing regulations. SWOT analysis is
used to identify all internal weaknesses (internal factors) and non-structured
negotiation strategy of PT. Layar Berkembang Indonesia. The author also carried
out PESTLE analysis to assess the external condition to support the strategy
improvement from different aspects and factors. Based on these 2 analyses, the
author has constructed a strategy improvement by developing Negotiation
Framework of Collective Labour Agreement Negotiation process in PT. Layar
Berkembang Indonesia.
To ensure the implementation of the Negotiation Framework in an integrated
manner, the Management Board of Directors of PT. LAYAR BERKEBANG
INDONESIA must carry out collective coordination efforts involving all parts of
the Company. This coordination must be led by the HR Department in collaboration
with other leaders or managers in the company so that the implementation of the
new Negotiation framework runs smoothly. |
