The community's need for primary health services can be well met if the available service capacity is adequate. This study aims to analyze the gap between the needs and capacities of primary health facilities in the Bandung District. Out of the 185 FKTPs analyzed, 125 FKTPs were found to be overcapacity, 58 FKTPs were undercapacity, and 4 FKTPs were deemed optimal. The gap between needs and capacities needs to be addressed by redistributing the number of participants registered with the ratio GP and number of member is 1 : 6.250 so that the primary health service needs of the community in the Bandung District can be fulfilled. The existence of a gap is expected to encourage the equal distribution of members in the government and private healthcare facilities under the National Health Insurance (BPJS) in the Bandung District. The equal distribution will have a positive impact on clinic revenue, but it needs to be balanced with the clinic's ability to manage costs and the quality of services provided. Financial simulations were conducted using the financial data of the Klinik Pratama KITA to obtain an overview of potential revenue, costs, and profitability ratios in the future. To determine the appropriate strategy for managing the potential revenue and costs, scenario planning was carried out with a key focal issue on the clinic's sustainability over the next 10 years with a healthy profitability ratio. To establish driving forces, analyses were conducted using SWOT, PESTEL external analysis, and McKinsey 7S for internal analysis. Three critical uncertainties were identified based on those analyses are governance policy, consumer behavior and lifestyle, and asset utilization, giving rise to four scenarios: affluent optimization, affluent equilibrium, frugal challenges, and frugal paradox. To assess the clinic's condition and potential challenges, the business strategy adopted was to transform the frugal paradox scenario into frugal challenges and gradually move towards affluent optimization. Government policies addressing the demand and supply gap could expedite the achievement of the affluent optimization scenario, but Klinik Pratama KITA needs to be prepared to manage all its resources in facing these conditions. text |
