Currently, the number of motorized vehicles isn’t proportional to the number of existing roads, causing congestions and triggering air and noise pollution. In responding to these problems, Pekanbaru government launched Trans Metro Pekanbaru as mass public transportation to resolve congestions and pollution also improve the performance of public transportation services. Trans Metro Pekanbaru wasn’t immediately accepted by the public and often got criticisms and complaints about its services. The presence of online transportations also affected public in using public transportations. In the end, this problem caused a low level of passenger satisfaction which resulted in a low usage of Trans Metro Pekanbaru in the future. The low usage of public transportations can be explained by the concept of behavioral intention which is part of the Theory of Planned Behavior. Behavioral intention represents to what extent consumers will make repeat purchases and give recommendations. This study aims to develop behavioral intention model for using public transportation on Trans Metro Pekanbaru passengers. The behavioral intention model was developed by considering 11 variables, service quality (hedonic value, utilitarian value, facilities and comfort, operation, convenience and safety), cost, perceived value, expectation, satisfaction, and environment attitude also consists of 14 research hypotheses. The research updates were add environment attitude and give recommendations to the service provider. The research was conducted on 430 Trans Metro Pekanbaru passengers obtained through online questionnaires. Furthermore, the data was analyzed using Partial Least Square (PLS) method. The research results showed the variables that significantly influenced behavioral intention were service quality, satisfaction, and environment attitude. While perceived value had no effect on behavioral intention. text
