Summary:The electricity production at the PT PLN (Persero) power plant will provide optimal results if it is supported by adequate and measured plant performance monitoring and evaluation. Some of the methods currently used, namely the North American Electric Reliability Corporation (NERC) Performance and Overall Equipment Effectiveness (OEE) are still not optimal because the implementation is still carried out separately and although there is already a PLN Board of Directors Regulation in 2013 concerning OEE Power Plant, apparently found many differences implementation in the PLN Group (PLN Sumatra Region, PT Pembangkit Jawa Bali, and PT Indonesia Power). By using NERC event status standards as OEE Power Plant’s loss output, we will get The Six Big Loses Loses in more detail so that they will be able to provide better recommendations for improvement. This integration also makes it possible to directly obtain NERC Performance values. Thus it can reduce the occurrence of rework, reduce the potential for data input errors, and ensure of data integrity. Therefore the focus of this research is to design the OEE Power Plant using the Event Status, Equipment Cause Code, and Failure Mode NERC standard. By using operational data of Tarahan #03 Coal Fired Steam Power Plant in 2018, the application result showed the value of OEE = 52.97%, TEEP = 40.88% with its Pareto Loss Output (PLO), Equivalent Availability Factor (EAF) without OMC = 53.46%, Equivalent Availability Factor (EAF) with OMC = 54.43%, Equivalent Forced Outage Rate (EFOR) without OMC = 24.26%, Equivalent Forced Outage Rate (EFOR) with OMC = 23.06%, Scheduled Outage Factor (SOF) = 28.55%, and Gross Capacity Factor (CF) = 47.30%. This result compared with the existing OEE method in the PLN Group and is also used to get the relationship between OEE and NERC Performance.
