Summary: | Indonesia, with the second-longest coastline in the world and a marine area
covering 71% of its total area, has a potential fishery resource of approximately
12.01 million tons. However, despite Indonesia's significant fishery potential, many
fishermen face economic difficulties, with the number of fishermen decreasing from
2.16 million in 2010 to 1.83 million in 2019. Small-scale fishermen in Kelurahan
Kalibaru, North Jakarta, often only earn enough income to meet daily needs, yet
poverty levels among fishermen remain high. Based on Law No. 1 of 2014 and Law
No. 23 of 2014, the government is obligated to empower coastal communities,
including fishermen. This study evaluates the role and success of the fishermen
community empowerment programs by the Provincial Government of DKI Jakarta,
using interviews, observations, and literature studies with content analysis and
qualitative descriptive methods. The results show that the Provincial Government
of DKI Jakarta has acted as a regulator, dynamizer, facilitator, and catalyst, but
there are still shortcomings in regulations, program implementation, as well as
infrastructure and resource access. Recommendations include strengthening
regulations, increasing transparency and effectiveness of aid programs, also
improving infrastructure and services. Collaboration between the government, the
private sector, and the fishing community is necessary to achieve sustainable
welfare for the fishermen community in Kalibaru.
