This decline caused activities in the oil industry to experience a sluggishness. However, in 2017 world oil prices rose to US$ 52.47 per barrel. This increase has encouraged Pertamina (Persero) to target production of 1.9 million BOEPD in 2025.
Based on the SWOT Analysis, the advantage of the Jatibarang Field is that it has large oil reserves in the Akasia Bagus Development Field with the drilling of the ABG-08 well which produces 2600 BOPD. The author identifies the major concerns and root causes faced using the Kepner Tregoe Method. The development of new wells by drilling is a major concern of the planned business process and the high cost of rigs at the Job Completion stage is a problem faced. In 2021, PT Pertamina Hulu Rokan (Ex. CHEVRON), and PT Pertamina EP will become one under the Hulu Subholding PT Pertamina Hulu Energi due to organizational transformation. At PT PHR (Ex. CHEVRON), the drilling process with a Drill Rig is carried out until the production casing installation stage. Then the Completion work stage is continued by the Contract Workover Rig. This strategy has proven successful in the PT PHR Field (Ex. CHEVRON). This sparked the enthusiasm of PT Pertamina EP management to do the same thing.
Furthermore, the author uses the Analytic Hierarchy Process (AHP) to choose which rig is suitable to overcome the problem based on the criteria of cost, time, rig availability, well location readiness and rig capacity. The results of AHP were obtained that the use of Drilling Rig is still the best alternative solution with a value of 59% compared to Contract Workover Rigs, and Own Workover Rigs. Meanwhile, Rig Capacity is the most important criterion with a value of 52%. So that the Completion Job will still be done using the Drilling Rig.
