Summary:This study examines PT Freeport Indonesia's (PTFI) housing performance and accommodation strategies in its Highland operational area, applying the Highest and Best Use (HBU) theory to optimize land utilization and address inefficiencies in employee housing allocation. PTFI provides two main types of accommodation: single status and family status, varying in size based on employee grade. The analysis of population density in Highland ranges from very low-density areas to extremely high densities, particularly in non-staff barracks. Key challenges identified include overcrowding in non-staff accommodations, leading to privacy issues and reduced quality of life. PTFI plans to expand its mining operations, potentially increasing the workforce. However, land expansion in the Highland area is constrained by geotechnical instability. Using qualitative data analysis, interviews with key stakeholders revealed insights into current land use practices, barriers to optimization, and future scenarios impacting PTFI's Highland operations. These perspectives will inform strategies for improving land utilization and accommodation planning. Applying HBU theory, the study proposes strategies to maximize land productivity and value by converting underutilized areas into multi-story buildings, including relocating warehouses out of residential areas to free up land for housing. To evaluate the financial feasibility of these proposed changes, the study applies Net Present Value (NPV), Profitability Index (PI), and Benefit-Cost Ratio (BCR) analyses. The study's findings and recommendations aim to provide PTFI with a comprehensive strategy for addressing its housing challenges, balancing the need for increased capacity with improved quality of life for employees, while maximizing the use of available land resources.
