The research aims to develop a comprehensive framework by combining Marco Tieman’s Halal Business Management model with the Indonesian SNI 99001:2016 Halal Management System and Halal Product Assurance System, alongside ISO 9001:2015 Quality Management System and SNI ISO 22000:2018 Food Safety Management Standards. The framework seeks to enhance the performance and competitiveness of halal industries by addressing challenges in halal assurance, halal supply chain management, halal clusters, branding, marketing, risk management control, and halal reputation management. It also emphasizes the crucial role of small and medium enterprises (SMEs) in strengthening the industrial structure. Their collaboration with larger companies is critical to the industry's development. The findings suggest that the proposed framework or a robust model aimed at addressing current challenges in the halal sector, thereby contributing to the advancement of halal business practices in Riau Islands Province. The subjects involved in this study were 149 business actors of halal certificate small, medium, and large enterprises of food and beverage industries in Riau Islands Province. They were selected using a purposive sampling technique by clustering or located in the same region or agglomerated industry with previously conducted Focus Group Discussions (FGD) with experts, business actors, key policy stakeholders, and other relevant stakeholders in the decision-making process. The study constructed a questionnaire as a tool for measurement, validation, and reliability and proposed the model predicted. This study used structural equation modeling (SEM) analysis with partial least squares (PLS-SEM) software, a robust and widely accepted method in the field. The analysis showed that the model is valid, and the relationships identified are statistically significant and practically helpful for prediction to provide recommendations for implementing an integrated model framework for Halal Food and Beverage Industries to achieve Halal Business Excellence in Riau Islands Province. text
