As business complexity increases, the demand for digital solutions and technology transformation has become more urgent. This has driven organizations across various sectors, including the public sector, to undertake transformation efforts. To support this transformation, the government has established strategic directions through Regulation Number PER-2/MBU/03/2023 concerning Guidelines for Governance and Activities of Significant State-Owned Enterprises. This regulation requires SOEs to implement effective IT governance, with performance measurement being one key aspect. Therefore, this research aims to evaluate the capability of an IT governance process at PT X, a state-owned enterprise in Indonesia. The study utilizes the COBIT 2019 framework to align with the Ministry of SOE’s directives through Circular Letter Number S122/MBU/DSI/05/2021, which recommends that every SOE assess its IT maturity using COBIT 5 or latest version. The process domain evaluated is BAI10 Managed Configuration. The findings reveal that the capability level of the configuration management process at PT X is currently at level 1. The study also provides improvement recommendations for PT X to enhance the capability level of the configuration management process to level 4. Evaluation of the proposed recommendations shows that they meet PT X’s expectations and align with COBIT guidelines. text
