This study aims to identify the challenges factors that affect the adoption of e-procurement by Micro, Small, and Medium Enterprises (MSMEs) in Trenggalek Regency, as well as to develop digital capacity building strategies through multi-sector collaboration. By utilizing the modified Technology Acceptance Model (TAM) framework, this study analyzes the influence of technology readiness, organizational readiness, system quality, and external factors on perceived ease of use, perceived usefulness, attitude towards technology, and intention to use technology, This study uses a quantitative approach with the Structural Equation Modeling - Partial Least Squares (SEM-PLS) method. Data was collected through a survey using a questionnaire to 400 respondents selected by the stratified random sampling method, representing various MSME sectors in Trenggalek. The results of the study show that the perception of ease of use and benefits of technology significantly affects attitudes towards technology, which ultimately encourages MSMEs' intention to use e-procurement systems. However, the main obstacles include low digital literacy, limited technology infrastructure, and lack of organizational support. On the other hand, system qualities, such as reliability, intuitive interface, and speed of response, play an important role in increasing the positive perception of technology. The research also reveals the importance of collaboration between governments, the private sector, and academia to provide digital literacy training, technology infrastructure, and sustainable supporting policies. As a recommendation, this study suggests the development of a digital training program focused on the local needs of MSMEs, the provision of a userfriendly e-procurement platform interface, and improved cross-sector coordination to create an inclusive digital ecosystem. This strategy is expected to increase the competitiveness of MSMEs in the digital economy era and strengthen their contribution to regional and national economic growth. text |
