One of learning methods focused on student is collaborative learning. Research for this area has several perspectives, one of which is about collaborative learning environment design.This research focuses on collaborative learning framework design and implementation to fulfill work services in internal management environment. The framework built base on academic service delivery which is conducted by workgroup collaborating Manajemen Informatika(MI). <br />

Leadership, Relevant, Academic Atmosphere, Internal Management, Sustainability, Efficiency dan Productivity (LRAISE) strategic by making table of problem is used to analyze and make requirement as result. LRAISE strategic is focused on Internal Management issue to improve service quality in MI’s internal work processes. The result is a collaboration pattern map that shows some service activities conducted by group, workgroups gives task contribution by accessing the same data. Shared data is used in management decision making or in writing a report or documentation needed by other workgroup. <br />

Manajemen Informatika has collaboration elements actually, but it hasn’t been defined formally how the collaboration happens. In design phase, it will be defined the collaboration style and information technology model for MI using learning collaboration framework that is inspired by modelling steps in Service Oriented Architecture(SOA). <br />

The steps start by analyzing subsystems to define subsystems involved, interdependencies and workflows among them. In analyzing system, use case used for modelling subsystems, will identify service domain composition and object model design will be used to represent internal work and service design. <br />

After all services identified, the second step is to build components specification, that is the components implemented in services which cover specified data, rules, services, configurable profile and variations. Next step is to service allocation which consists of assigning services and its component to the subsystems that have been identified so far. The last step of SOA modelling is service realization. This step recognizes the software that realizes a given service. Software can be selected or customly built. Service realization is proposed to develop further research. <br />

Another approach used in research is service triangle. It is an interactive service management model which configures relation between education institution dan its user. This model has three components. They are service strategy, service people and service system, which are centered on service user. Service system is used in this research as a collaboration model. <br />

The research results collaboration context model which streightening research position, collaborative learning environment (CLE) as service system and collaborative learning framework (CLF) and its decomposition. CLFs decomposition define service domain, service specification and proposed service realization. <br />

Research knowledge contribution is that collaborative learning framework design, based on service oriented and collaboration, will build a service system model, application architecture and functional requirements formal documentation based on requirements of service identification. It also gives practise contribution, that is applicaton architecture framework can become a direction for realizing service improvement by information technology implementation and growing the internal managements information system. <br />
