Actor-Network Theory (ANT) is selected based on actors heterogeneity which involve in biofuel development. Through this research, it shows how material artifact influence human decision, and in the same time, how human assessment on material artifact influence technology policy. Beside ANT, this research also adopts some concepts from Social Construction of Technology. <br /> text
