Summary: | State apparatus by the community to consistently perform tasks appropriate
to the governance and development with an emphasis on the need for reform of
professionalism, accountability and transparency of all government activities and
development. For that Civil Servants are required to have a high degree of
discipline to be a bad assumption that had been attached to the Civil Service can be
avoided. In this context, the State Personnel Agency as one of the government
agencies are also required to highlight the good image in the eyes of the public,
particularly the presence or kondite attached to every employee. Therefore,
employees in each work unit employees in the State Personnel Agency supposedly
able to carry out their roles and functions in a professional manner. However, in
reality there is still a perception that the discipline and performance of civil servants
in the State Personnel Agency has not shown the expected picture by leaders of the
organization and its customers. It can be seen in the low level of discipline so that
weaknesses can affect the performance of the employee.
This study aims to determine the implementation of Government Regulation
No. 53 of 2010 in order to Improve Performance of Civil Servants in the State
Personnel Agency, and the methods used in this study uses descriptive method is to
parse and translate the data obtained with empirical juridical approach that
compliance with the theory and compliance with the conditions on the ground or
carried by identifying and clarifying the implementation of the provisions of laws
and regulations (field).
Results from the study showed that: Implementation of Government
Regulation No. 53 of 2010 concerning the discipline of Civil Servants in the State
Personnel Agency was implemented but the results have not been implemented
optimally, due to several factors that affect (1) the lack of commitment from the
leadership to discipline employees within the work unit (2) lack of employee
welfare due to the economic conditions of the employees so that employees try to
seek out supplemental income (3) lack of dissemination / dissemination of
information on the substance of the discipline policy of the Civil thus less effective
policy implementation. Steps that can be done to create a good civil servant at the
State Personnel Board is to review the rules used to guide and improve the
enforcement of discipline supervision and supervision to Civil Servants in the State
Personnel Agency. |
