Involvement of third-parties such as a plantation company are also needed to achieve the development purpose. Mukomuko Regency has been successful in improving the village independence through the Village Plantation Scheme (VPS). The VPS is a social responsibility initiative of PT Agro Muko, the biggest plantation company in Mukomuko. Through the scheme, the villages earn their own funds then they are still able to carry out the development of facilities and infrastructure. This study thus aims to find evidence about the success and the impacts of the scheme on village independence. This research also aims to understand in detail the various constraints and problems faced by stakeholders in implementing this scheme to stay in accordance with plans. The existence of VPS in some villages in Mukomuko Regency apparently has provided significant impact on the village income. Every year, millions of rupiah were deposited to the village treasury as a result of VPS. In this research, it can be concluded that the villages could make improvements or construct public facilities, and support various community activities using funds from the VPS. This program has made these villages become more self-sufficient, not depending on the local government in conducting development. The community has not been involved maximally because of their limited capacity and capabilities. VPS is monitored by a committee only, while it is managed by PT Agro Muko. Human resources were found to be the most basic need to be satisfied before implementing other activities. Community participation also should be increased starting from planning, implementation, and monitoring to ensure the implementation of the program properly.
