Summary: | Soft Transport Policy Measures (STPM) are programs aimed to reduce private vehicle use and motivate people to use public transport or other sustainable modes. The objective of this study are, to identifying and understand the implementation of STPM program, to know the need for STPM program, to understand the problems of implementation STPM program and give the recommendation for improvements of STPM program in Jakarta and Yogyakarta. Based on previous research, a coding form was used to identify and categories STPM programs implemented in Indonesia. A questionnaire was then used to collect data from 53 respondents with the aim to investigate how users of the transport system respond to STPM program implemented in Jakarta and Yogyakarta. To understand and interpret the results, the author collected and compared the results with findings from other countries described in previous research, published in scientific journals, or on the internet. The results show that the implementation of STPM program in Jakarta and Yogyakarta are not entirely a success. A majority of the respondents claimed that high qualitative public transport, (e.g.,Trans Jogya, Trans Jakarta, and Commuter line) are most effective to reduce private vehicle use in Jakarta and Yogyakarta. The respondent are not very motivated to use other modes of transportation, (e.g., Bike to Work, Nebeng.com, UGM Ngepit, and Sego Segawe). Implementation of the program �3 in 1� and �PT Day�(increased the Joki peoples and the new parking area). STPM is needed to minimize the number of private vehicle use, increase people to use public transport, doing walking and cycling. Several problems are identified in the implementation process of STPM programs in Jakarta and Yogyakarta. Identified problems certain to lack of synergies between Hard Transport Policy Measures and Soft Transport Policy Measures, difficulties to change people�s travel behavior, and a lack of awareness when implementing STPM programs. Recommendations are to improve the infrastructure of roads and the service quality of public transport as the most important prioroties in order to change people�s travel behavior. In order to succeed, public transport needs to be well promoted, people need to be informed the benefits of using other modes transportation and implement a STPM program combine with Transit Oriented Development. |
