Tha t, regardless of the cou ntry� s econ omy co ntinues to rise, Sou th Korea �s corruption rate was believed to be high. Interestingly, in the era of Lee, South Korea also reformed the laws and inaugurate an an ti-corruption institution. This not only makes the effectiveness of said anti-corruption agency in question, but also what could be the causes of the high rate of corruption rate in South Korea. The result of this research indicate that there are four fac tors that cause why the corruption rate is high in South Korea, which are culture that tolerates corruption, changes in government ideology, social discrepancy and weak institutions function. These factors then refers to the main cause of the large number of prevailing corruption, namely the interests of the ruling institutions as a whole institution. Also, regardless of the relative perfectly executed policies b y South Korea�s anti-corruption institution, there are fatal flaws in the action and anticorruption effort that they made. These flaws make them still has not been effective in dealing with corruption cases. This research also indicate that although generally considered as a sign of a damaged political system and viewed as a bad thing for economic growth, in some cases, corruption also could be viewed as a positive phenomenon that can push and increase economic growth. Even so, the number of cases which show that corruption makes the existing dilapidated government system cause the majority world view corruption as a deterioration.
