This does not include how the haze affects Indonesia itself. Hence, those series of workshops and discussions were pushed to legally binding in a form of agreement. ASEAN Agreement on Transboundary Haze Pollution was signed on 2002 and entered into force on 2003. But question arise as Indonesia with the most extensive forest fires yet to ratify the agreement. This research purposes to figure out what are the Indonesia�s considerations in taking the decisions to ratify/not ratify the agreement. The result of this research shows that the obstacle to Indonesia�s ratification is on the House of Representative level where every bilateral and multilateral agreement must have the House of Representatives� permission to be ratified. As the House think that this agreement will cost more for Indonesia than what it has to offer as benefits, the decision making regarding the agreement goes tough.
