Summary:The purpose of this study was to determine the role of the university as a learning organization. The informants were 10 people including 8 structural officers, 1 staff analyst staffing, and 1 final semester students. This study used a qualitative approach with grounded theory procedures. Method of data collection techniques with semi-structured interviews and participant observation. Analysis of the data through the coding phase namely open coding, axial coding, and selective coding. The results of this study demonstrate the role of universities as learning organization in two categories, major in filling and developing human resources through formal and non-formal activities. Formal activities include Bimtek programs, training, workshops, seminars, outside agencies, attend school, shortcourse and benchmarks to other universities. While the non-formal activities include discussions with colleagues as well as, superior, self-learning from the internet, searching for the latest information, that are relevant in improving the capacity of self-learning. The second category is found in the study of climate-related learning (learning climate) include two-way communication between staff and management, between students and faculty, as well as a leadership role in shaping the mindset of each member of the organization that every person is a source of learning for the organization, in addition to the study of experiences (lessons learned) and establish a close cooperation (networking).
