Summary:Act No. 22 of 1999 on Local Government which was only about five years finally revised and replaced by Act No. 32 of 2004 on Regional Government. In the dictum weigh Act No. 32 of 2004, stated: \"That Act No. 22 of 1999 regarding the Regional Government is not in accordance with the development of the state, political subdivision, and the demands of regional autonomy that needs to be replaced.\" The change of the law is a natural thing in the life of the nation, to follow the development of society. However, changes in Act No. 22 of 1999, which became effective from 1 January 2001 is a matter that should be taken with caution. Although it is the mandate of the Assembly, critical thinking must still be put forward, so there should be no repetition as well as changes in Act No. 18 of 1965 by Law No. 5 of 1974 and Act No. 5 of 1979 by Law No. 22 of 1999. One of the highlights is the observed change in the relationship between the Local Government Council. One source of the problem is the understanding the difference, especially in the understanding of Article 16 paragraph (2) of Law No. 22 of 1999 which states that: \"Parliament as a legislative body area located parallel to and become a partner of Local Government.\" This provision expressly puts Parliament equal to the executive, even referred to as partners.
